Design-Build Case Study - City of Gastonia Public Works Campus

DBIA Award Winner
Myers & Chapman and Morris-Berg Architects completed a comprehensive design-build renovation of the City of Gastonia’s Public Works Campus. This extensive project impacted most of the multi-building campus, addressing both site and structural improvements. Site improvements included replacing outdated asphalt, improving vehicular circulation, and parking. Creative alternatives from the design-build team introduced full-depth reclamation of site pavements, keeping the project within the intended budget.
The design-build team led the team to make big decisions early to optimize the project and make the best use of the City’s budget; examples include retrofit of existing truck wash ILO purchasing new piece of equipment, improvements to existing fueling ILO new fueling equipment, and full-depth reclamation of existing asphalt.
Key building improvements included the complete renovation of the Solid Waste Building, which expanded the Ready Room, Showers, and Locker Rooms and replaced the mechanical system, lighting, finishes, and roofing. The Truck Wash and Storage Building underwent renovations, including upgrading the wash equipment, replacing the lighting, heating, and roofing systems, and repairing the overhead doors. The Fueling Island was upgraded with a new roof and the addition of an emergency generator. Replacement of fueling apron, spill buckets, and sensors was also completed.
This project demonstrates a successful approach to designing within a defined budget through transparency, collaboration, and strategic decision-making. By clearly understanding the city’s total capital expenditure and tailoring the scope accordingly, the team focused on achieving nearly all of the intended program while staying within financial constraints.
